During the 84th Legislative Session, we passed an effective and conservative budget for the 2016-2017 biennium. This $209.4 billion budget represents growth of 3.6%, less than 2% each year. The Legislature kept state spending well below the constitutional spending cap and below what would be necessary to account for population and inflation increases. Finally, we kept approximately $11 billion in the Rainy Day Fund.
An important achievement in the budget was ending diversions of the gas tax. This measure ensures that all money in the State Highway Fund is used for transportation. More needs to be done to fund our state’s infrastructure, but the ending of this diversion is a big step forward.
Along with funding normal government operations, Texas had an additional need which required immediate attention–border security. This budget provides $840 million for border security, which allows for the hiring of an additional 250 Department of Public Safety troopers for the purpose of cartel crime interdiction.
